Flood Resilience Framework

FloodRecover3R™Piecemeal (7 Steps) – solutions, processes and procedures leading to a Property Flood Certificate (PFC) that will allow insurers to underwrite your new flood policy with evidential residual risk.
Preparing for a more Resilient World
Solutions for flood mitigation and multi-hazard early warning systems (MHEWS)

Flood Insurable Solutions are available for all property types, ranging from residential, through commercial, retail, hospitality, education, utility, to industrial, and more.
For the solutions to be insurable they need to compromise accredited products, qualified professional installation and recording of each step of the installation process through documentation and photographic evidence. This process is described in more detail in the FloodRecover3R section of this website.
There, we also describe a methodology for that documentation to be made available through a Blockchain application to all interested parties – property owners, insurers, and conveyancing solicitors.
The Flood Resilience Framework is a phased and regimented approach to flood mitigation for the built environment.
Step 1. The Flood Resilience Scorecard is a diagnostic tool with benchmarks to identify your risk profile.
Step 2. FloodRecover3RPiecemeal (7 steps) identifies your flood type & risk, offers a range of mitigation measures, installation and accreditation steps, plus warranties and guarantees, through a 7-step programme that leads to an insurable outcome.
Step 3. FloodResiliencePro is a franchiseable proposition that offers practical solutions and advice.
Step 4 is a Flood Rating Scheme that acts as a public facing rating label to identify the flood mitigation measures and ability to withstand further flooding at each property
Step 5 is the issuance of a Property Flood Certificate (PFC), which is a cross cutting verification layer across all the above modules. It resides in a Blockchain application and is available to all stakeholders – property owners, insurers, grant providers/government, real estate and conveyancing solicitors

I have worked with John for many years from developing best practice standards through to both design and implementation of simple and strategic flood protection projects.
John has always ensured that the customer need is delivered which was best demonstrated when we worked on a significant project adjacent to an estuary which encompassed significant ground works across the site, protection to critical buildings however also understanding what areas the client would be willing to leave unprotected and how that impacted the overall strategic plan

Following his introductions to us in this specialised field, John was able to quickly and expertly identify the most suitable flood protection strategy for the Anglers Tavern following the 2022 floods. After developing these plans, he was subsequently able to navigate our team through what was a highly specialised journey, providing expert advice through the on-site installation and off-site fabrication phases.
We look forward to partnering with John on any upcoming flood protection requirements across our national portfolio of venues, and provide our recommendations towards his engagement on any flood protection related matters.

We have now installed all of the flood defence measures that were recommended by you when you prepared a consulting report whilst at Aquobex. I am very pleased to report that they are totally effective.

FAQs
Heavy rainfall, cyclones, storm surges, riverine flooding, flash floods, and tidal inundation commonly cause flooding in Australia. Urbanisation, inadequate drainage, deforestation, and climate change worsen flood risks.
Assessing flood risk involves evaluating factors like proximity to water bodies, historical data, topography, and land use. Flood mitigation specialists tailor assessments to your property and offer mitigation strategies.
To minimise flood damage, implement structural solutions like levees, flood barriers, or non-structural options like land use planning and early warning systems. John Alexandar crafts personalised flood protection plans to suit your needs and situation.
Selecting flood protection solutions depends on factors like flood risk level, property characteristics, budget, and regulations. To meet your objectives, John offers tailored recommendations, whether structural (like flood barriers) or non-structural (like emergency response planning).
- Aside from iREACT Consulting, a quick Google search will throw up a good range of companies to choose from.
- Your choices may be limited if you are a homeowner, as many of these companies only deal with commercial customers
- IREACT Consulting offers a unique video call survey that can highlight water ingress points, along with various solutions as long as basic information is made available, such as flood depths, type, warning times, and details of the property's construction. Much of this information os easily gleaned as part of the video survey process. This type of FRA can help to manage costs.
Costs range based on the size and complexity of your building. A simple FRA and report for a 4-bed home could cost A$3,000, whilst a commercial property could be A$12,000 or more.
Yes, they are an essential part of the planning process. Requirements may change from state to state, so search on their portals for specific guidance
- Flood risk models are as accurate as possible at the time they were created. The ever changing climate, however, is rendering some of these models out-of-date.
- Check with your local authority or water company to see what plans they have to update their flood models over the coming months and years.
No, but it will highlight the issues that are concerning the insurer and help you to understand ways to address them, and then seek a premium reduction.
- Pretty much anything! Seriously, SANDBAGS DON’T WORK.
- Floods are complex, and how they impact a given property will depend on the flood depth, speed of onset and the property’s construction type
- IREACT Consulting developed the 7step process as part of the FloodRecover3R™Piecemeal strategy .
- The 7 step process is divided into 3 main segments: Identify the flood risk, mitigate the risk, and insure the residual risk
- Once all of this is understood, you can start to look for the flood protection solutions that are right for your flood type and property build.
- There are no official standards for flood products in Australia.
- In the UK, the British Standards Institute has developed the BS851188 standard for flood protection products and this is used in various countries around the world as a benchmark for locally produced flood products.
- The American insurer FM Global also has a standard (FM2510) that is almost identical to the BS851188 standard and is an essential part of the products required to get insurance cover from this company.
- Local Australian companies have done their own testing to these standards, without external independent verification, but they can also point to real world examples of their products working in floods where they have been installed.
- Be aware that flood protection is not just about protecting the large openings in your building: the doors and windows. It is also about the service penetrations in your walls, the sewer connections, the walls, floors, and internal fittings.
- iREACT Consulting specialises in addressing all these issues that flood barrier companies do not.
- Once again, it depends on the type of flood.
- For flash flooding, you need passive or normally closed solutions, such a automatically rising barriers or flood doors.
- For riverine flooding and plenty of notice, then manually deployed flood barriers of varying styles are readily available.
- Each has its pros & cons, which should be discussed with the provider or independent consultant.
- If the flood is higher than 600mm to 1,000mm, then letting the water in is the best solution, but there are many ways to mitigate the internal damage, as covered in the FloodRecover3R™Piecemeal strategy mentioned above.
- When using a water entry strategy, consider what becomes of your contents. This is where Krisis Flood Bags could be a significant part of your solution.
- This strategy applies to all flood mitigation methods; Elevation, dry proofing (keep the water out), wet proofing (let the water in), and a combination of them all
- It is a set of processes and procedures that highlight how to achieve a high level of flood protection, within a budget across all property types and socio-economic groups
- The 3Rs stand for: Replaceable, Repairable, and Recoverable
- Each has its merits, practicalities and budgets with a combination of 3Rs as the most likely solution in all applications.
iREACT Consulting is a pioneer in this field. With 14 years' experience in over 3,000 installations, a lot has been learned about how to achieve this and what insurers and underwriters are looking for.
- The FERP is a living document and should be updated annually
- A FERP will include dry run scenarios and annual maintenance programmes
- These will need to be verified as part of your insurance renewal
- Environmental, Social & Governance (ESG) is a framework to evaluate a company's sustainability and ethical impacts on its customers and neighbours.
- Making a company less susceptible to natural hazard risks improves its chances of attracting investors, but it also makes the company more sustainable after an event, as it returns to trading faster.
- ESG is not just a trend. It is a shift in how businesses can trade effectively and ethically with due regard to its impact on society
- Sponsoring and helping to protect the community from natural hazards they are part of will have a positive impact for all.
- An example may be the use of a mobile flood barrier that encompasses a neighbouring area, or creating a safe haven space for the vulnerable members of the community.
